What the government thinks about young people:

1. They're too young to handle the responsibility of fornication.

2. They have to take responsibility for their actions, and should be taken to court.

Note also that the Tories have not taken the opportunity presented by their general fiddling with Canada's sex laws to equalize the age of consent for anal sex (which is 18 years, the oldest for any sex act in Canada - see Section 159 of the Criminal Code).
